The prohibition of Jews, although largely enforced, appears to have been arbitrarily applied. For example, in August 1927, a building permit was issued to Jewish community leader Salmon Halle, a descendant of Jewish immigrants and the co-owner of the Halle Brothers department store. His fifteen-thousand-square-foot French Renaissance/neoclassical home at 2701 Park Drive is just a short walk from the Van Sweringens’ Shaker Heights mansion. Prospective home buyers who felt they had been unfairly discriminated against were welcome to petition their prospective neighbors and obtain a minimum of eleven signatures of the closest twenty-one. However, it is unclear just how effective petitioning was in practice. In October 1945, Shaker’s only Catholic parish was established. Parishioners worshipped in the basement of Lomond School until the dedication of the Church of St. Dominic on Norwood Road and Van Aken Boulevard in August 1948. In 1947, the first of three Jewish congregations was chartered in Shaker Heights, holding services in Moreland School and Plymouth Church. One, Temple Beth El, built a synagogue on Chagrin Boulevard near Shaker’s border with Cleveland, where services were held between 1955 and 2000.”
